How often
Rolling: lots are posted on the Treasurer's GovDeals page.

When a bank drills a box for unpaid rent, most of the contents go to the Department of State Treasurer. After the Treasurer has held them at least a year, they may be sold on GovDeals, and the net proceeds are recorded under the owner's name.
